Celiria is the human capitol city and is completely neutral toward all races. It was established after the Human - Dar Mien War. Celiria is run by an elected council of thirty-two representatives; two are Consati, one is an Aberil, one is a Kalo, and the other twenty-eight are human. The council handles all relations and deals with the worst crimes, often with only one member as a judge in a case unless they feel it needs the entire council's vote. The punishments are permanent exile, blacklisting, or life sentences in prison.
There are very few non-human races within Celiria, but the individuals of each race are to be treated equally by law. If discrimination is suspected, it will go to court.
Courts for most crimes are a randomly selected jury of eight people and no judge. The jury decides based on evidence what the appropriate punishment is or if the person even needs to be judged. To make it less biased, the jury must have at least one member of the race of the defendant in question and the decided punishment must be something all eight members agree on. There is no death penalty, but temporary exile is a common punishment.
The center of the town is all original buildings from when the city was first built and are built of gold. As one gets farther from the center of the city, the buildings get progressively more cement and less gold. The edges of the town are built entirely of cement with wood or steel doors.
The economy of Celiria is flourishing. It is the center of commerce for most of the world and most races, despite being a human city. The Kalo representative, Nraya Kiino, is often given credit for balancing the economy and giving the city a surplus.
The weather in Celiria, as well as the rest of the region, is dependent on which of the four seasons it is. It snows heavily in winter (almost every day), rains in spring (almost constantly), and is beautiful in summer and autumn. Season changes are gradual over the last month of one and the first month of the next.
